Convert a category to an expense to allocate its cost

Allow users to convert a standard submission category into a fee. The goal is to be able to take the total amount calculated in that category and distribute it across certain other categories, similar to how fees currently work. The team has acknowledged that this is a good idea and is considering ways to simplify the process, as the current workaround (excluding the category or applying a -100% fee, calculating the total, convert it to a percentage, and apply it as a regular fee) involves too many steps.
