Place the Terms and Conditions at the beginning of the proposal

Request to allow changing the display order of sections in the generated report. The goal is to offer the option to place the Terms and Conditions section at the beginning of the document (submission) rather than at the very end. Currently, the order is fixed, and the clauses are technically linked to the signature section at the end of the document.
