Option to hide labor quantities in reports

Allow budgeted labor quantities and hours to be hidden in reports for clients, while still displaying material quantities. Currently, this setting can be enabled globally for the account by the support team, but adding a menu option to enable or disable this feature on a per-project basis would provide greater flexibility.
