Bug: Fees drop to $0 when applying or excluding by category

A bug has been reported regarding fee management in submissions. When a user clicks to apply or exclude fees for certain specific categories, the system unexpectedly sets the total amount of those fees to $0. The calculation logic needs to be reviewed to ensure that category filters do not reset the amounts to zero.
